Assessing the challenges of a mileage-based user fee as an alternative to the fuel tax
As cars and trucks become more fuel efficient with every new model year, finding an alternative to the gas and fuel tax for highway funding becomes more important. The vehicles are still contributing to wear and tear of the roads, but they aren’t contributing as much to fix them.
Mileage-based user fees have been talked about for years as an alternative funding source for infrastructure, but finding a way to implement such a system that is fair for all users has proven difficult so far.
